MINING, MINERAL AND PETROLEUM RESOURCES

          Save the Wedge Tail Eagle

"Global Action supports a viable, profitable well managed  long term mineral, petroleum and gas industry.  It's a balancing act between human and national need, profit, tenure, rights, conservation, sustainability and dozens of other factors.  If we lose our balance we lose nothing less than the future well being of the whole human race." Lyn Vickery.

" I may not live long enough to see a new enlightened political climate in Australia, but I am certain that amongst the other mineral rich nations of the world, at least several will recognise the benefits to them, of establishing mining legislation which will feature clear title (which we don't have), property rights (which we don’t have), coupled with matching responsible regulation and appropriate incentives.  Those nations that get the formula right will receive such an influx of talented mining people that the living standards of those countries will, in a short while, be the envy of the world."  Ron Manners - Chairman, Croesus Mining NL - Australian Mining Hall of Fame - Mannkal Economic Education Foundation

GENERAL COMMENTS

The world is facing a conservation disaster!  We've all heard that a million times.  But we are also facing another disaster.  A resource depletion disaster!   We do not possess an endless supply of minerals, petroleum or gas.  Already our miners and drillers are exploring and digging further than ever before in search of ever more difficult to extract resources. How long can this go on? Fifty years, a hundred years, a thousand years?

What happens when the billions in Asia and India all want motor cars, televisions, computers and all that we in the West take for granted?  The fact is, some resources will run out well before others.

Like to food chain, which is also under threat, there exists an equally important and fragile RESOURCE CHAIN.  It is this chain that  miners and conservationists must recognise, respect, and protect.  The time for debate is long gone. What the entire world now desperately needs is not climate or resource sceptics versus true believers, but climate and RESOURCE REALISTS - people who deal purely in cold facts and who offer and demand total transparency from all stake holders.

All resources are finite and we must manage them - forever. Not just for this generation or the next.  That doesn't mean stop all mining and live in caves. That means managing and recycling resources so they can be used over and over again. This isn't just about extraction and processing, we are good at that.  It's about creating life cycles and circulating precious finite assets.

The mining, oil, and gas industries have already moved some way from the old mentality of slash, dig, and move on, that so damaged our landscape.  All are well aware of conservation issues and generally go to great lengths to comply.

Conservationists on the other hand still have a way to go. In some cases their concerns are based far more upon emotion than demonstrable scientific fact.

The aboriginal community must also be prepared to share this land in new ways.  In so doing it will benefit in countless ways and move their culture forward.  Taking large tracts of land out of circulation to satisfy land claims and line the pockets of a few fat lawyers is unrealistic and under GLOBAL ACTION (AUSTRALIA) will cease.

In general, the Australian community is well informed and sympathetic on conservation issues, but there is a danger that at both ends of the equation the picture becomes distorted by bad miners who are only after profit, versus the trendy conservationists who are just interested in gaining funding and publicity from wherever they can.

The reality is that there are problems and issues to be faced and it is time we sorted the fact from the fiction.

As one of its first priorities GLOBAL ACTION (AUSTRALIA) will, as an unbiased umpire, provide the resource and conservation lead to all sectors of the Australian community including mining, oil and gas by:

    a.    Defining what human activities are considered sustainable into the foreseeable future on land, water and in
the air and by restricting or curtailing those that are not.

    b.   Sharpening the teeth of all legislation aimed at conservation and protection of our resources
and providing enforceable penalties against those who deliberately flout the law for short term profit.

    c.    Actively fast tracking viable mining, gas, petroleum and geothermal projects to generate export dollars.

    d.    Improving long term employment prospects for Australians by legislating clear, concise and binding security of
land tenure, title and property rights for mining and resource companies and other stake holders such as
           aboriginal communities and pastoralists.

    e.    Aggressively ensuring that profit flows not just to the company and a few shareholders, but to the Australian
           community as a whole.

GLOBAL ACTION (AUSTRALIA) sees its role as an umpire and facilitator of good fortune for the Australian people and that of course includes business and individuals.  Our aim is to unshackle the chains and burdens of muddy legislation and slash bureaucracy.

UNIONS

"The entity that makes and controls the rules must win the game.  That is why 'the people' must make the rules and those rules must never allow either owners, investors, management, unions or workers a monopoly on winning the game.  The fact is - we are collectively the people.  We have equal rights and therefore should share just rewards according to our input to the grand system we call democracy.  Balance and sharing under the auspices of an unbiased just and powerful umpire is vital for wealth creation and the long term good of all.  That umpire, as the champion and representative of the interests of all people, is the government alone (with its eyes open).

GLOBAL ACTION (AUSTRALIA) will directly defend the fair and democratic rights and entitlements of workers, owners, investors, management and other legitimate stake holders in every workplace on the Australian Industrial scene by centring the pendulum of exertion and reward fairly for all parties.

As a strong, unbiased, umpire GLOBAL ACTION (AUSTRALIA) will go a long way to doing this by legislating for total transparency from all parties including owners, management, union bosses and workers, by removing 'rent extraction' * privileges and by eliminating the Al Capone practices of all parties that so damage the wider community.  This includes major reforms to Industrial Relations Legislation to eliminate the privileged position of Unions that at  present locks in corrosive, corrupt 'rent seeking and rent extraction' practices, community punishing strikes, picket  lines, lock outs and cost free legal privilege.

GLOBAL ACTION (AUSTRALIA) will also introduce new legislation to halt the 'merciless divide and conquer' mentality  of owners and investors that (in the name of economic rationalism and in some cases sheer greed) often brought over zealous cost cutting and down sizing - resulting in insecurity of work tenure and hours, falling real workers incomes and misery for tens of thousands of Australians.

GLOBAL ACTION (AUSTRALIA) will legislate to create an industrial and workplace environment that allows everyone to get on with the job by creating clear, present and tangible productivity incentives for all.

The 'closed shop', 'no ticket, no start', 'roping in' regime of industrial blackmail and extortion that has lined the pockets of unions, bedevilled the industrial scene and ripped off owners, tenants, workers, investors and in fact the entire community with inflated costs will become history under Global Action (Australia).

Finally, the cost to the community of strikes will in future by born by the opposing parties (owners/management/unions/workers), thus providing a massive incentive to reach agreement in or out of the legal  process in record time and with minimal disruption and financial disadvantage anyone. GEOTHERMAL POWER

GLOBAL ACTION recognises geothermal power drawn from the earth's core and converted to superheated steam as perhaps the one real renewable, pollution free, energy source available to mankind into the distant future (as long a the planet has a molten core).

Should this technology live up to its promise we can visualise the end of the need for nuclear, hydro electric and fossil fuel burning power plants for all but a limited number of applications.

     Hot Dry Rock
Hot dry rock (HDR) is a heated geological formation formed in the same way as
hydrothermal resources, but containing no water as the aquifers or fractures required to
conduct water to the surface are not present. This resource is virtually limitless and is
more accessible than hydrothermal resources. The geological profile of Australia is
such that there is a large potential for hot dry rock technologies to be used for energy
production in the eastern states of Australia. Figure six is a false colour map of
Australia showing the relative potential of HDR techologies. Red indicates greatest
                         potential, blue the least.
