UP CLOSE AND PERSONAL
The trend towards expensive long range, high-tech electronic, hands off intelligence gathering had its shortcomings clearly revealed in the tragedies of September 11th and Bali. Had more traditional "hands on - on the ground" intelligence gathering been maintained perhaps the authorities in America would have known what was brewing in Osama Bin Laden's terror camps or in the minds of the hijackers that carried out that final fateful mission to the heart of New York.
GLOBAL ACTION (AUSTRALIA) will vastly expand Australia's on the ground intelligence gathering capacity in foreign countries where fanatical religious and political teachings or the spread of bomb making and other terrorist skills are taught. Hand in hand we will also improve our hi tech surveillance and further cement alliances with the intelligence gathering organisations of like minded peaceful neighbours and partners.

In world war two, it took just one man with a pair of binoculars to alert the British Admiralty to the fact the the German battleship Bismark would soon be on the rampage against defenseless convoys in the Atlantic. Old story? We'll just yesterday an equally sharp eyed baggage handler at an airport near Paris spotted weapons and explosives in the trunk of a fellow employee's car. Did he save hundreds or possibly thousands from another Lockerby or Twin Towers? " Lyn Vickery Dec 2002.
GLOBAL ACTION (AUSTRALIA) will enlist the help of and vastly expand the awareness of every Australian about terrorist threats at home by encouraging a community sense of keen eyed patriotism. A "000" style number will be widely publicised to facilitate speedy receipt of important information by government authorities. At the same time a zero tolerance policy and heavy fines will be introduced for its deliberate misuse.
If 17 million Australians are awake to risk of terror attacks 24 hours a day it will be very difficult for any would be enemy operative to successfully carry out their mission. This requires constant awareness of the threat, but not paranoia. The price of our freedom is and has always been - Eternal vigilance. We just got too conformable and forgot that for a while. On the other hand, if we rely solely on our over stretched police ASIO and the government there is a very good chance that a terrorist can reach his objective.
ASIO (Australian Security Itelligence Organisation) has a proud record of identifying threats to national security and offers hundreds of threat assesment notices to other authorites each year.
GLOBAL ACTION (AUSTRALIA) fully supports the work of ASIO and will expand its capability in the furture.
GLOBAL ACTION (AUSTRALIA) recognises and supports the right of the people of Australia to "engage in lawful advocacy, protest or dissent" as detailed in the ASIO Act of 1979. In matters of voilent protest or terrorist attacks or acts intended to do harm to life or property however GLOBAL ACTION (AUSTRALIA) will show zero tolerance and expect ASIO and other agencies to do the same.
INTELLIGENCE GATHERING ORAGANISATIONS
Far greater co operation will take place between civilian and military intelligence gathering organisations than ever before as new methods of intelligence gathering are developed.
The them and us attitude that has existed between civilian and military services will come to an end as GLOBAL ACTION (AUSTRALIA) legislates to allow the nation to pull together in the war against terrorism.
Close working relationships between government the Defence Intelligence Organisations (DIO), Australian Security Intelligence Organisation (ASIO) and the Australian Secret Intelligence Service (ASIS) are envisaged.
SPECIAL OPERATIONS / COUNTER TERRORISM
The new face of war (terror) is in fact a very old one. Murderers and saboteurs have always existed. Surprise always catches the unwary. Today, the added dimension is high technology.
While the lessons learned on September 11th and in Afghanistan are invaluable, they are already out of date.
GLOBAL ACTION (AUSTRALIA) will ensure that our intelligence and military services train to be not one but several steps ahead of the enemy (whoever he/she may be and wherever he/she may come from) at all times.
