FIRE AND EMERGENCY SERVICES


GENERAL COMMENTS

Due to its size, terrain, climate, tinder dry vegetation and the actions of arsonists and fire bugs, Australia suffers enormous financial loss each year as a result of bush fires. GLOBAL ACTION (AUSTRALIA) wants faster notification of fires, better information about the progress of outbreaks, greater clout to extinguish fires faster and heavier penalties for convicted arsonists.

FIRE BUGS AND THE ILLEGAL LIGHTING OF FIRES

GLOBAL ACTION (AUSTRALIA) will immediately review all existing legislation relating this issue and will implement strong new laws involving prison terms, hefty fines and substantial non parole periods to deter or curtail the activities of persons lighting fires in agricultural regions, forests and all areas of bush land liable to be in danger.

The massive personal losses incurred as a result of the activities of these people ensure little mercy will be shown and where possible the personal assets of such persons will be seized and distributed directly to their victims.

Increased rewards will be offered for information leading to the apprehension of arsonists.

Substantial funds will be provided for a crystal clear nationwide television, press and radio campaign to be run prior to the commencement of every fire season.  This campaign will:

            a.   Urge all members of the public to be on the lookout for suspicious activity.
            b.   Advise about the new penalties for breaking the law.
            c.   Advise about rewards for information about firebugs or suspicious activity leading to a fire.
            e.   Provide a simple and well publicised emergency number to call. (This number - like the old 000 or 999 will
                 apply also to other emergency services and will automatically be redirected to the correct provider).
            f.    Extend the "danger of lighting fires" message to children.

Funds allocated to schools for education campaigns will be increased and refocused to gain maximum impact.

FIRE SERVICES

The Australian fire services are the envy of the world and are noted for their courage, expertise and wonderful record of success.

GLOBAL ACTION (AUSTRALIA) intends to build upon that record, thus enabling a quantum leap in results by:

                a. The application of fresh funding.
                b. The introduction of new technologies from the space and aerospace industries including:
                                i.  Satellite imaging for accurate hot spot tracking.
                                ii. Inexpensive drone "eye in the sky" aircraft to provide early warning of new breakouts
                                   and on the spot data feeds to fire control centers or regional fire crews.
                                iii Smart technology to penetrate smoke and guide fire bombers precisely to the real seats of
                                   fires.
                c. Developing and making available rapid response heavy lift military aircraft to join the existing fleet
                    of fire fighting helicopters and fixed wing aircraft.
                e. Enlarging and fine tuning the co-ordination of resources.

By using the very latest technology and efficiently applying it to the business of fire prevention and control GLOBAL ACTION (AUSTRALIA) plans to do for fire services much of what technology has already done for warfare. We want less men and equipment at risk on the ground and more power to control the situation from the air.

By making ourselves global leaders we will in the process spawn an export industry for Australian technology and know-how.

EMERGENCY SERVICES

Other emergency services will also come under similar scrutiny with a view to streamlining their service delivery and reducing the danger to officers and the public.
