THE AUSTRALIAN CUSTOMS SERVICE 



BACKGROUND

There are six divisions of Customs - Border, Passengers and Information Technology, Commercial, Office of Business Systems, Coastwatch, Chief Financial Officer.  Customs outsources some major functions including Coastwatch’s aerial surveillance, information technology support, legal services and  internal audit.

Customs has three principal roles:
     a.    To facilitate trade and the movement of people across the Australian border while protecting the community
            and maintaining appropriate compliance with Australian law. (Unusual or suspicious land, sea or air activities
            should be reported to the Customs Watch).
     b.    To efficiently collect Customs revenue.
     c.    To administer specific industry schemes and trade measures.
 

GENERAL COMMENTS

GLOBAL ACTION (AUSTRALIA) looks to our Armed Services to provide improved "eyes" for customs.

GLOBAL ACTION (AUSTRALIA) will order an immediate review of Australia's Customs Service with a view to streamlining and delivering more clout to intelligence, surveillance and on the ground operations.

INTERNATIONAL OPERATIONS

Additional funding will be provided to facilitate closer working relations with overseas customs agencies and the World Customs Organisation.

SPECIAL OPERATIONS / COUNTER TERRORISM

The new face of war (terror) is in fact a very old one.  Murderers and saboteurs have always existed.  Surprise always catches the unwary.  The added dimension is high technology.

While the lessons learned on September 11th and in Afghanistan are invaluable, they are already out of date.

GLOBAL ACTION (AUSTRALIA) will ensure that our customs personnel train to be not one but several steps ahead of their quarry (whoever he/she may be and wherever he/she may come from) at all times.

INTELLIGENCE

Far greater co operation will take place between civilian and military intelligence gathering organisations than ever before as new methods of intelligence gathering are developed.

The them and us attitude that has existed between civilian and military services will come to an end as GLOBAL ACTION (AUSTRALIA) legislates to allow the nation to pull together in the war against terrorism.

Close working relationship between government the Defense Intelligence Organisation (DIO), Australian Security Intelligence Organisation (ASIO) and the Australian Secret Intelligence Service (ASIS) are envisaged.

TECHNOLOGY

GLOBAL ACTION (AUSTRALIA) sees the following as vital to Australia's national security:

    a.    A vastly improved and smarter intelligence gathering capability - based upon Australian technology and
          know-how.

    b.    Surveillance drone development project.

    c.    Communications and Intelligence gathering Satellite technology (see Aerospace Industry).
