GENERAL COMMENTS  Comments expressed here are intended to be brief.

Like no other  this massive department (Department of Industry, Tourism and Resources - ITR) regulates the engines of Australia's well being.

INDUSTRY, TOURISM AND RESOURCES - THE ENGINES OR WEALTH

To enrich the Australian people, it is the firm policy of GLOBAL ACTION (AUSTRALIA) to vigorously encourage  investment and sustainable enterprise and industry at all levels from micro business to multi national.

Australia’s future enrichment is dependent on a prosperous manufacturing sector and a strong manufacturing sector is essential for employment growth. GLOBAL ACTION (AUSTRALIA) will create the environment for full (FULL TIME) employment for all who want to work.

Australia must balance its rural industry, raw commodity production and manufacturing.  That means vastly increasing manufacturing capacity and that means the opportunity for hundreds of thousands of new jobs and careers.

The business of GLOBAL ACTION (AUSTRALIA) is to provide the climate and opportunities in which the people can prosper - and that very definitely includes business.  GLOBAL ACTION (AUSTRALIA) does not seek to divide and conquer by supporting one sector of our nation while another is ignored or starves - as is the case with all other political parties.

That was the politics of the past!  Labor supports the workers.  The Liberals support business.  The Greens want to paint the whole ship green!

We will create opportunities for all who want to take advantage of them.  This does not include the simplistic stupidity of notions like level playing fields or equal opportunity.

The fact is the playing field is never level and some people are just better suited then others to various things.  The secret is to allow each individual to grow as tall as they can at whatever they excel at, and never to criticize them for being a dunce at other things. In some way or another we too are all dunces.

The policy of GLOBAL ACTION (AUSTRALIA) is to allow all to tackle whatever they have the attributes for (we open an equal opportunity to all) - but don't blame us if you or your enterprise are not suitable and fail. GLOBAL ACTION believes that in Australia at present the micro and small business sector is severely disadvantaged by the Industrial Relations System, government controls and over regulation that favour large operators.  This situation will be examined very closely with a view to non punitive legislative and other changes to correct the imbalance and in the process significantly boost employment levels.

MANUFACTURING - REBIRTHING THE AUSTRALIAN MANUFACTURING INDUSTRY

Australian manufacturers have become a rare and endangered species as a result of ECONOMIC RATIONALISM and a very great lack of suitable protection.

GLOBAL  ACTION (AUSTRALIA) will legislate to dismantle this INSANE SYSTEM OF ECONOMIC RATIONALISM AT ANY COST and replace it with a more balanced and sustainable approach to business, growth, and profit.

GLOBAL ACTION (AUSTRALIA) will also legislate to protect (but never feather bed) sectors of industry that need it while at the same time requiring them to adhere to world's best practice principles at all times.

It is far better to pay a higher price for "Australian made" when you have a full time job, than to have no job, no money and no chance of buying anything!  You are also no good to the nation, the economy or yourself if you are unemployed.

Nothing improves individual self confidence more than a regular job or career and few dollars in the pocket each week.  Nothing destroys self confidence and even whole families like being penniless!

As stated above:  GLOBAL ACTION (AUSTRALIA) will create the environment for full (FULL TIME) employment.

GLOBAL ACTION (AUSTRALIA) will insist upon secret and democratic elections and secret ballots for both union bosses and company board members.

    a.  Innovation in research and design, patents and licensing.

    b.  Vigorously fight to have Australian ideas (of at the very least the profits from them) stay in Australia

    c. The  label AUSTRALIAN MADE will become mandatory on all products wholly manufactured in Australia.

RESOURCES

The prudent, sustainable, environmentally friendly management of Australia's vast natural resources must continue and grow apace and GLOBAL ACTION (AUSTRALIA) will STRONGLY ENCOURAGE this. See: Mining and Resources

Of particular interest to GLOBAL ACTION (AUSTRALIA) will be the principle of maximising the profits retained in Australian, for Australians.

TOURISM

Tourism is still seen by many as a "new kid on the block" industry and as such requires both careful nurturing and added growth incentives.

GLOBAL ACTION (AUSTRALIA) will encourage:

        a. Additional investment in tourism infrastructure and schemes that increase tourism.

        b. Greater expenditure in targeted overseas and local advertising in key markets.

        c. Improved service delivery to tourists to encourage re-visits.

SNAPSHOT ON TAXATION REFORMS (UPTS)

GLOBAL ACTION (AUSTRALIA) offers a proposal to abolish all government taxes, levies, stamp duties, council rates, speeding camera fines and will replace all of these with a single tax to be known as  UPTS (USER PAYS TAX SYSTEM) - to be gathered by the Australian Taxation Office and disbursed through a reorganised and beefed up Treasury and Government Audit Office with new powers to inquire about and audit how tax all dollars are spent.  For more see below

HOW DOES UPTS WORK?

In the UPS model expenditure (what people or businesses spend their money on) is taxed at one indexed, nationally regulated, and transparent percentage
A UPTS would eliminate all taxes, both state and federal (including GST, payroll, all stamp duties, land rates - even motor vehicle licenses) and will replace them all with a single automatic electronic funds transfer tax that will be levied at the indexed (published) percentage each time a person or business withdraws funds from their bank.  At the same time, it would completely stop taxing  payroll (wages), capital (savings) or profit as at present.

This new tax would be the only government tax, rating, levy fee or charge you ever see or know . Such a system was never before possible due to the lack of an efficient electronic funds transfer (EFT) technology.

Such a tax would be linked to a modernised version of the CPI.  It would in fact reflect the health of the nation.  Low index = healthy nation, running fit. If the index climbs that means the government of the day is spending too much money - unhealthy nation.  In that case the government would have to find better efficiencies or cut services.

In practical terms, Government would ether provide a service for free or it won't provide it at all and that will be determined by what services the people tell government they want. The more services, the greater will be the tax index percentage (tax burden). In other words the community will determine the amount of tax we all pay by deciding how much government can spend.  The more efficiently the community runs, the less tax all members of the community will pay.  Government, acting for the people, on their input, as their umpire would decide.  If the government fails - the people would dismiss it at election time.
In nuts and bolts terms, the first step in the process of doing anything new with your money is to withdraw it from the bank.  The wealthier you are, the more you withdraw and spend and so the more tax you in effect would pay (but still at the same indexed percentage that everyone else pays). A genuine user pays tax system.  If you earn or use little you pay little, if you use lots you pay accordingly - but only for what you or your business purchases or uses.

UNIONS

"The entity that makes and controls the rules must win the game.  That is why 'the people' must make the rules and those rules must never allow either owners, investors, management, unions or workers a monopoly on winning the game.  The fact is - we are collectively the people.  We have equal rights and therefore should share just rewards according to our input to the grand system we call democracy.  Balance and sharing under the auspices of an unbiased just and powerful umpire is vital for wealth creation and the long term good of all.  That umpire, as the champion and representative of the interests of all people, is the government alone (with its eyes open).

GLOBAL ACTION (AUSTRALIA) will directly defend the fair and democratic rights and entitlements of workers, owners, investors, management and other legitimate stake holders in every workplace on the Australian Industrial scene by centering the pendulum of exertion and reward fairly for all parties.

As a strong, unbiased, umpire GLOBAL ACTION (AUSTRALIA) will go a long way to doing this by legislating for  total transparency from all parties including owners, management, union bosses and workers, by removing 'rent extraction' * privileges and by eliminating the Al Capone practices of all parties that so damage the wider community.  This includes major reforms to Industrial Relations Legislation to eliminate the privileged position of Unions that at  present locks in corrosive, corrupt 'rent seeking and rent extraction' practices, community punishing strikes, picket  lines, lock outs and cost free legal privilege.

GLOBAL ACTION (AUSTRALIA) will also introduce new legislation to halt the 'merciless divide and conquer' mentality of owners and investors that (in the name of economic rationalism and in some cases sheer greed) often brought over  zealous cost cutting and down sizing - resulting in insecurity of work tenure and hours, falling real workers incomes and misery for tens of thousands of Australians.

GLOBAL ACTION (AUSTRALIA) will legislate to create an industrial and workplace environment that allows everyone to get on with the job by creating clear, present and tangible productivity incentives for all.

The 'closed shop', 'no ticket, no start', 'roping in' regime of industrial blackmail and extortion that has lined the pockets of unions, bedeviled the industrial scene and ripped off owners, tenants, workers, investors and in fact the entire community with inflated costs will become history under Global Action (Australia).

Finally, the cost to the community of strikes will in future by born by the opposing parties (owners/management/unions/workers), thus providing a massive incentive to reach agreement in or out of the legal process in record time and with minimal disruption and financial disadvantage anyone.

OUTLINE OF THE RESPONSIBILITIES OF INDUSTRY, TOURISM AND RESOURCES (ITR)

Who is ITR and what is their business?

                      " ITR's (formerly ISR’s) primary role is to foster economic advances and scientific achievements
                        that continue to strengthen Australia’s international competitiveness.

                       With a fundamental role in increasing national prosperity, the Department develops and
                       implements a range of policy and business assistance programs to build competitiveness of
                       Australian industry and foster excellence in Australian science, technology and sport. Good
                       relations with the business, science and sports communities are critical to its success.
 

                       There are a number of Government agencies that, while independent from a budget
                       perspective, come under ISR’s administrative responsibilities. These agencies include:
                       Australian Geological Survey Organisation (AGSO); Australian Sports Drug Agency
                       (ASDA); Australian Government Analytical Laboratories (AGAL); Australian Surveying &
                       Land Information Group (AUSLIG); IP Australia; and IPS Radio and Space Services. Each of
                       these agencies has its own Corporate Plan and corporate planning process.

                       ISR is part of the broader Industry, Science and Resources portfolio for which our Ministers
                       have responsibility. The portfolio includes a number of statutory and other authorities:
                       Australian Institute of Marine Science (AIMS); Australian Nuclear Science and Technology
                       Organisation (ANSTO); Commonwealth Scientific and Industrial Research Organisation
                       (CSIRO); Australian Industry Development Corporation; National Standards Commission
                       (NSC); Australian Tourist Commission (ATC); and Australian Sports Commission (ASC).
                       The Department works closely and in partnership with these different organisations."

                       Australia's international climate change commitments. The Australian Government is
                       spending approximately $1 billion over 5 years to address climate change issues.

                       The Council of Australian Governments (COAG) recognises that the energy sector affects
                       the lives of all Australians and that it underpins responsible and sustainable development
                       and international competitiveness.
                       Emerging and High Growth Industries
                       Information relevant to business decision makers, investors, technologists, researchers,
                       industry organisations, government agencies, educational institutions and others interested
                       in Australia's economic future
                       Franchising Code of Conduct
                       The Franchising Code of Conduct, a mandatory Code prescribed under the Trade Practices
                       Act 1974, was introduced on 1 July 1998.
                       Government Support for Renewable Energy
                       The Government has provided a major boost to renewable energy as a key part of the
                       strategy for reducing Australia's greenhouse gas emissions.  Approximately $387 million
                       has been made available to support the renewable energy industry over the period 1998 to
                       2003.  This includes the package of programs announced in the Prime Minister's 1997
                       Safeguarding the Future Statement and the additional support measures announced in May
                       1999 as part of the Measures for a Better Environment Statement.
                       Greenhouse Policy
                       The Department is actively involved in policy formulation on climate change issues.  It also
                       implements many industry programs which help to meet Australia's greenhouse objectives.
                       Improving Energy Efficiency in Commonwealth Operations
                       This policy is focused on improving the energy efficiency of all Commonwealth government
                       operations and reducing greenhouse gas emissions.
                       Innovation Policy
                       The Department develops policies to enhance investment in innovation.
                       New Deal: Fair Deal - Fair Trading Statement
                       The Federal Government's Fair Trading Statement - Giving Small Business a Fair Go was
                       issued in September 1997 by the then Minister for Workplace Relations and Small
                       Business, The Hon Peter Reith.
                       Renewable Energy Exporters' Network Strategy
                       The Renewable Energy Export Strategy is based on Initiative 3 of the Renewable Energy
                       Action Agenda, Implementing a renewable energy export strategy, and aims to enable the
                       Australian renewable energy industry to capture an increased share of global renewable
                       energy markets.
                       Renewable Energy Industry
                       The Department aims to achieve a sustainable and internationally competitive renewable
                       energy industry in Australia by helping implement the Renewable Energy Action Agenda,
                       and providing advice on renewable energy industry issues to the Commonwealth
                       Government.
                       Small Business Policy
                       The Office of Small Business is a focal point for the development and consideration of small
                       business policy issues within Government.
                       Space Policy
                       The Department aims to develop a competitive environment for the commercial space
                       industry and encourages research and investment through consultation, legislation, policy
                       formulation and advice on civil space matters.

    b.    Can a public service motivated bureaucracy best oversee such vital resources.
